US printing and writing paper shipments fall 7% in August as imports surge

US shipments of printing and writing paper fell 7% year-on-year in August 2026, the fourth straight monthly decline, the American Forest & Paper Association reported. Underlying demand has held up better, with US purchases of the paper rising slightly in July even as net imports of the three main grades jumped 26% year-on-year that month. Domestic capacity fell 13.9% during 2025 to 7.7 million tons, pushing the industry's operating rate up to 82.8%.
