PRO Vietnam asks regulator to delay tougher EPR rules to 2029
PRO Vietnam, the Vietnam Packaging Recycling Alliance, proposed at a 3 November 2026 meeting with the Ministry of Agriculture and Environment that a draft decree tightening extended producer responsibility be postponed until 2029. It cited a fragmented collection network and an unstable supply of recycled material. From 2033 the draft would remove producers' option to pay a financial contribution instead of organising recycling. From 2030 it would require at least 10% recycled content in domestically produced plastic packaging and 20% in paper packaging, with imported scrap excluded.
Why this mattersA delayed or redesigned EPR timeline would ease compliance costs and recycled-content sourcing pressure for consumer goods and packaging businesses selling into Vietnam.
