Indonesian plastics association seeks trade protection against Chinese imports

Inaplas, Indonesia's olefins, aromatics and plastics industry association, has called for stronger trade defence instruments as Chinese imports of PE, PVC, PET and PTA erode domestic petrochemical production. The association said domestic PE output has fallen from 2m tonnes to about 1.8m tonnes, two of the country's PET plants have stopped production, and industry-wide upstream utilisation has dropped below 70%. It is urging closer coordination with Indonesia's Trade Safeguards Committee (KPPI) to pursue antidumping and safeguard measures.

Why this mattersChinese resin oversupply is idling Indonesian capacity; any antidumping or safeguard duties would lift resin costs for local packaging converters.

  • Inaplas secretary-general Fajar Budiono spoke at the Bisnis Indonesia Forum on 29 October 2026
  • Domestic polyethylene production fell from about 2m tonnes to about 1.8m tonnes
  • PVC imports reached nearly 400,000 tonnes against domestic capacity of 1.2m tonnes
  • PET imports reached almost 50% of domestic demand; two PET plants have halted operations, at least one because it could not compete with Chinese product
  • Indonesian upstream petrochemical capacity utilisation has fallen below 70%
  • China's PP capacity of about 45m tonnes a year against 40m tonnes of domestic demand sends roughly 5m tonnes into Asian markets including Indonesia
