Nippon Paper permanently closes quake-hit Yatsushiro mill, forecasts first loss in four years

Nippon Paper Industries will permanently end graphic paper and pulp production at its Yatsushiro mill in Kumamoto Prefecture, judging that repairs after the 28 July earthquake, in which a chimney collapse at the plant killed nine people, would take three to four years and cost too much. The company now forecasts a consolidated net loss of USD 252.7m (JPY 40.0bn) for the year to March 2027, its first annual loss in four years, after a USD 347.4m (JPY 55.0bn) extraordinary charge covering the quake, a tank collapse at a US plant and restructuring. A USD 240.1m (JPY 38bn) gain from selling about 18 million Lintec shares offsets part of the charge; the site and its jobs are kept while other uses are considered.

Why this mattersNippon Paper's permanent exit from Yatsushiro removes a Kyushu graphic paper and pulp mill from Japanese capacity and pushes the group to its first annual loss in four years.

  • Nippon Paper will permanently end graphic paper and pulp production at Yatsushiro, judging repairs would take three to four years.
  • The 28 July 2026 earthquake reached 7, the top of Japan's seismic intensity scale; a chimney collapse at the plant killed nine people.
  • Nippon Paper forecasts a consolidated net loss of USD 252.7m (JPY 40.0bn) for the year to March 2027, versus a USD 73.9m (JPY 11.7bn) profit a year earlier.
  • It will book an extraordinary loss of USD 347.4m (JPY 55.0bn): USD 126.3m (JPY 20bn) for the earthquake, USD 69.5m (JPY 11bn) for a US plant tank collapse and USD 151.6m (JPY 24bn) for restructuring.
  • The company will sell about 18 million Lintec shares, booking a USD 240.1m (JPY 38bn) gain to offset part of the loss.
  • Nippon Paper will keep the Yatsushiro site and find roles in the group for the mill's workers while it decides on other uses.

Cascades lifts Q3 adjusted EBITDA as tissue gains outweigh weaker packaging

Cascades reported third-quarter 2026 sales of USD 900m (CAD 1,267m), up 2% year on year, and adjusted EBITDA of USD 115m (CAD 162m), against USD 113m (CAD 159m) a year earlier. Net debt fell to USD 1,324m (CAD 1,863m), 3.2 times adjusted EBITDA, and management expects fourth-quarter results slightly below the third quarter.

Why this mattersAt Cascades, tissue price increases are offsetting packaging margin erosion from raw material, transport and tariff costs, leaving group earnings broadly flat.

CalRecycle cuts SB 54 plastic packaging baseline to 1.03 million tons from 2.9 million

CalRecycle has revised the 2023 baseline used to measure compliance with California's SB 54 packaging EPR law, cutting it to 1.03 million tons of plastic covered material and 222 billion plastic components, down from an earlier estimate of more than 2.9 million tons and 171.4 billion components. The new figure is based on data reported by 2,127 producers, about half of all participants, to the state's chosen producer responsibility organisation, the Circular Action Alliance. SB 54 takes effect 1 January 2027, requiring producers to cut plastic packaging weight by 10 percent by that date, 20 percent by 2030 and 25 percent by 2032.

Why this mattersA baseline revision this large resets the compliance bar for every producer selling packaging into California, reshaping investment decisions ahead of the 2027 deadline.

  • CalRecycle's updated 2023 baseline is 1.03 million tons of plastic covered material and 222 billion plastic components.
  • The December 2024 initial baseline report had estimated more than 2.9 million tons and 171.4 billion plastic components.
  • Data came from 2,127 producers, about 50 percent of total participant producers, reported to the Circular Action Alliance.
  • SB 54 takes effect 1 January 2027, with source reduction thresholds of 10 percent by 2027, 20 percent by 2030 and 25 percent by 2032.
  • The Circular Action Alliance must use reusable or refillable alternatives for at least 2 percent of covered material by 2027, rising to 10 percent by 2032.
  • Producers may meet up to 8 percent of source reduction requirements annually through postconsumer recycled content, subject to CalRecycle approval of a compliance formula.
